The County’s goal for this study was to develop a master plan for the departments housed in the Courthouse, Annex building and Health and Human Services facility to address the County’s future space needs, security concerns and inefficiencies due to a lack of department adjacencies. Improved facilities for these departments has been an on-going issue over the past ten years with this report being the third study completed in the last decade.

Although the County anticipated investigating three or four master plan site options, our team studied eleven options and variations on multiple sites.
